II. STRUCTURE

The Structure gives form to the consortium and is designed to allow for emergent gameplay experiences for all.

三、角色

为了促进角色扮演，我们期望合社成员在游戏中尽可能地按照各自的角色行事。

公海合社的角色：

头儿｜合社仪式性领导者，行政成员，与其他行政成员共同指导合社。

执事｜行政成员，与其他行政成员共同指导合社事务。

执行｜行政成员，负责合社及其各部门的日常运作。

职员｜泛指已担任正式合社职务的角色。

社员｜泛指已正式加入合社的角色。

新人｜泛指刚进入合社的角色。

III. ROLES

To facilitate roleplay, we expect Consortium Members will act according to their respective roles in-game as much as possible.

HS Consortium’s roles:

Dux | the ceremonial head of the Consortium, a member of the Administration, directs the Consortium with other members of the Administration.

Consul | a member of the Administration, directs the Consortium with other members of the Administration.

Executor | a member of the Administration, in charge of day-to-day operations of the Consortium and its Divisions.

Operarius | those who have official positions within the Consortium.

Socius | those who have formally joined the Consortium.

Novicius | those uninitiated or new to the Consortium. 

IV. ADMINISTRATION

The Administration, formed by the Dux, the Consuls and Executors, directs the Consortium through collective decision-making by general consensus.

The Administration must comprise no less than three and no more than seven members.

Consensus

Consensus does not mean majority rule and can be unanimous or near unanimous.

General consensus is where there may be disagreement, but the Administration has heard, recognised, acknowledged, and reconciled the concerns or objections to the general acceptance of the Administration, all members can support the overall position and agree not to object to the proposed recommendation.

Ballot

The Administration may vote on important matters related to the Consortium with prior notice.

More than half of the members of the Administration must be present before a vote may be called.

If a vote is called, the Dux and each Consul have one vote.

The Dux, only in case of a vote deadlock, has a tie-breaker vote.

Decisions affecting the membership of the Administration require unanimous agreement.

V. CORPORATIONS

All for one and one for all

HS Corporations | or HS Consortium of Companies, is the amalgamated corporate entity of multiple privately-held companies registered under the laws of the UEE.

HS Corporations (HSC) comprises the Board of Execs (HSB), HS Resource (HSR), HS Industries (HSI), HS Trading (HST) and HS Exploration (HSE).

The Board of Execs, with assistance from the relevant Executor directs each corporate branch to achieve their objectives.

HS Resource | a corporate branch of the Consortium specialising in the discovery and recovery of interplanetary resources, including Exploration, Extraction, Salvage and Refining

HS Industries | a corporate branch of the Consortium focusing on intergalactic industrial activities and interests, including Manufacturing and Science

HS Trading | a corporate branch of the Consortium operating in the fields of off-world commodities trade, interplanetary freight and sensitive logistics, including Trade, Cargo and Info running

HS Exploration | a corporate branch of the Consortium pioneering in exploratory activities and interests, including, jump point charting, navigation and off-world research

VI. FLEET

Si vis pacem, para bellum

HS Fleet | previously HS PMC, is the bedrock of Consortium security.

HS Fleet (HSF) comprises the Fleet Joint Command (FJCOM), Aerospace Forces (HSAF), Carrier Fleet (HSCF), Ground Forces (HSGF) and Special Forces (HSSF).

FJCOM holds overall command of HSF and, with assistance from Operational Commands (AOCOM, COCOM, GOCOM and SOCOM), directs all Forces to achieve their objectives.

Aerospace Forces | the aerospace unit of the Fleet, focusing on air and space-based capabilities, including aerospace superiority, orbital fire support and carrier squadron operations.

Carrier Fleet | the carrier unit of the Fleet, focusing on carrier command and operations, and integration with the other branches for force projection.

Ground Forces | the ground unit of the Fleet, focusing on ground-based capabilities, including combined arms, force delivery and planetary defence.

Special Forces | the special services unit of the Fleet, focusing on tactical operations, including infiltration, reconnaissance and orbital assault.

VII. MUTUAL

By HS, for HS

HS Mutual | the HS Consortium Fund

A Consortium mutual fund to secure the long-term prosperity of the Consortium, managed by the Treasurer (Member of the Administration) or an elected Board of Trustees (as appropriate), who acts according to a defined Mandate, and is accountable to the Administration and the Consortium.

The Administration may, from time to time, in deliberation with Members of the Consortium, set the Mandate for HS Mutual.

VIII. DIVISIONS

The Administration may, from time to time, establish, vary or revoke, a division for any purpose the Administration deems appropriate.

Such division(s) shall collectively be known as HS Divisions.

IX. MISCELLANEOUS

The present Charter, of which the Chinese and English texts are equally authentic, shall remain deposited in the archives at the Headquarters of the HS Consortium, on Terra III, Terra, UEE, being the situs of the Capital of the Empire.

X. ALTERATION

This Charter shall not be altered except in the following manner:

The proposed alteration must pass a ballot by an absolute majority of the Members of the Administration and the majority of the Members of the Consortium eligible to cast a vote.

SIGNATORIES

The undersigned hereby pledge to uphold and defend the HS Charter.
