三、角色

为了促进角色扮演，我们期望合社成员在游戏中尽可能地按照各自的角色行事。

公海合社的角色：

头儿｜合社领导者及行政有表决权成员（同侪之首），与其他行政成员共同指导合社事务。

执事｜行政有表决权成员，与其他行政成员共同指导合社事务。

执行｜行政无表决权成员，负责落实决策及合社与其各组成机构的日常运作。

职员｜泛指在合社担任正式职务的成员。

社员｜泛指已正式加入合社的成员。

新人｜泛指新加入合社的成员。

III. ROLES

To facilitate roleplay, we expect Consociation Members will act according to their respective roles in-game insofar as possible.

HS Consociation’s roles:

Dux | The leader of the Consociation and a voting member of the Administration (first among equals) who directs the Consociation alongside the other members of the Administration.

Consul | A voting member of the Administration who directs the Consociation alongside the other members of the Administration.

Executor | A non-voting member of the Administration responsible for the implementation and day-to-day operations of the Consociation and its constituent bodies.

Operarius | A Member holding an official position within the Consociation.

Socius | A Member formally admitted to the Consociation.

Novicius | A newly joined Member of the Consociation.

IV. ADMINISTRATION

The Administration, formed by the Dux, the Consuls, and the Executors, directs the Consociation through collective decision-making by general consensus.

The Administration must comprise no less than three and no more than seven members.

Consensus

Consensus does not mean majority rule and can be unanimous or near unanimous.

General consensus exists where disagreement may remain, but the Administration has heard, recognised and addressed the concerns or objections raised, and all members can support the overall position and agree not to oppose the proposed recommendation.

Ballot

The Administration may vote on important matters related to the Consociation with prior notice.

More than half of the members of the Administration must be present before a vote may be called.

If a vote is called, the Dux and each Consul have one ordinary vote.

If the ballot is tied after all ordinary votes have been cast, the Dux may cast an additional deciding vote.

Decisions affecting the membership of the Administration require unanimous agreement. In the case of removal, the member concerned shall not participate in the decision.

V. CORPORATION

All for one and one for all

HS Corporation | also known as HS Consociated Companies, is an amalgamated corporate entity comprising multiple privately held companies registered under the laws of the UEE.

HS Corporation (HSC) comprises the Board of Execs (HSB), HS Resource (HSR), HS Industries (HSI), HS Trading (HST) and HS Exploration (HSE).

The Board of Execs, with assistance from the relevant Executor, directs each corporate branch to achieve its objectives.

HS Resource | a corporate branch of the Consociation specialising in the discovery and recovery of interstellar resources, including Prospecting, Extraction, Salvage and Refining

HS Industries | a corporate branch of the Consociation focusing on intergalactic industrial activities and interests, including Manufacturing and Science

HS Trading | a corporate branch of the Consociation operating in the fields of off-world commodities trade, interplanetary freight and sensitive logistics, including Trade, Cargo and Data Running

HS Exploration | a corporate branch of the Consociation engaged in exploration and related activities, including jump point charting, navigation and off-world research

VI. FLEET

Si vis pacem, para bellum

HS Fleet | tracing its lineage to HS PMC, is the bedrock of Consociation security.

HS Fleet (HSF) comprises the Fleet Joint Command (FJCOM), Carrier Fleet (HSCF), Aerospace Forces (HSAF), Ground Forces (HSGF) and Special Forces (HSSF).

FJCOM holds overall command of HSF and, with assistance from Operational Commands (COCOM, AOCOM, GOCOM and SOCOM), directs all Forces to achieve their objectives.

Carrier Fleet | the carrier unit of the Fleet, focusing on carrier command and operations and integration with the other branches for force projection.

Aerospace Forces | the aerospace unit of the Fleet, focusing on air- and space-based capabilities, including aerospace superiority, orbital fire support and carrier squadron operations.

Ground Forces | the ground unit of the Fleet, focusing on ground-based capabilities, including combined arms, force delivery and planetary defence.

Special Forces | the special operations unit of the Fleet, focusing on tactical operations, including infiltration, reconnaissance and orbital assault.

VII. MUTUAL

By HS, for HS

HS Mutual | the HS Consociation Fund

A common fund of the Consociation established to secure its long-term prosperity, managed, as appropriate, by the Treasurer (a Member of the Administration) or an elected Board of Trustees, acting in accordance with a defined Mandate and accountable to the Administration and the Consociation.

The Administration may, from time to time, in consultation with Members of the Consociation, set the Mandate for HS Mutual.

VIII. DIVISIONS

The Administration may, from time to time, establish, vary or revoke a division for any purpose the Administration deems appropriate.

Any division so established shall form part of HS Divisions.

IX. MISCELLANEOUS

The present Charter, of which the Chinese and English texts are equally authentic, shall remain deposited in the archives at the Headquarters of the HS Consociation in Prime, Terra III, Terra System, UEE.

X. ALTERATION

This Charter shall not be altered except in the following manner:

The proposed alteration must be approved by an absolute majority of the voting members of the Administration and by a majority of the Members of the Consociation eligible to cast a vote.

SIGNATORIES

The undersigned hereby pledge to uphold and defend the HS Charter.
